The original one-man army continues his battle against the Border Steel Cartel. The Border Steel Cartel has made a killing in the illegal arms business. Next in issue #2, “The Devil’s Tool - Part 2, Mack Bolan and a pair of ATF agents meet to discuss the Cartel when violence explodes on the streets of Brownsville. With the semi-official backing of a covert government agency, the Executioner has been shutting down the illegal weapons traffic set up by the transnational organization. Next in issue #4, “The Devil’s Tool - Part 4”, Agent Cooke is injured, Agent Nye is held prisoner by amoral, predatory thugs, and 22 tons of deadly weaponry are ready to be delivered to criminal maniacs around the United States.
